Mexico scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Mexico scores poorly in affordability change, and in the mid-range in cigarette price, tax share, and tax structure. It would greatly benefit from reducing the cigarette affordability, higher cigarette prices, increasing the tax share of price, and improving the tax structure.

Scores Over Time

Mexico's overall score fell before increasing again between 2014 and 2020. Then it remained unchanged in 2022. In that time, the cigarette prices increased, but there was a failure to reduce affordability over time.
