Israel scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Israel scores well in tax share but scores poorly in affordability change, and in the mid-range in cigarette price and tax structure. It would greatly benefit from reducing the cigarette affordability, higher cigarette prices, and improving the tax structure.
Scores Over Time
Israel's overall score decreased from 2016 to 2020, and it remained constant in 2022. While other component scores were constant over time, there was a significant decrease in the affordability change score.
