Estonia scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Estonia scores well in tax share but scores poorly in affordability change, and in the mid-range in cigarette price and tax structure. It would greatly benefit from reducing the cigarette affordability, higher cigarette prices, and improving the tax structure.
Scores Over Time
Estonia's overall score decreased slightly from 2014 to 2020. In the period, the affordability change score dropped significantly in 2016, and remained constant although there was an increase in the tax structure score and the tax share of price score.
