Albania scores higher than the average score of countries in its income group and the global average, but further improvements are needed to reach the regional average and top performing countries.

Albania scores well in tax structure but scores poorly in cigarette price and affordability change, and in the mid-range in tax share. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, and increasing the tax share of price.
Scores Over Time
Albania's overall score stayed the same between 2020 and 2022, but did not reach at the highest level achieved in 2016. There was a drop in 2018 due to a reduction in the affordability change score.
