Illicit Trade in Tobacco Products Need Not Hinder Tobacco Tax Policy Reforms and Increases (Policy Brief)
This policy brief was written by Evan Blecher, PhD and Hana Ross, PhD, and discusses the effects of higher excise taxes on tobacco products and the illicit trade of tobacco products. The brief examines evidence from countries across the globe. The findings suggest that rates of illicit trade on tobacco products are greatly exaggerated. The brief recommends governments adopt higher excise taxes on tobacco products and implement more stringent administrative, policy, and enforcement measures to reduce illicit trade.
