Cigarette Tax Scorecard (2nd Edition): Romania
This Policy Brief was written based on the findings of the second edition of the Cigarette Tax Scorecard. The brief evaluates the cigarette tax policies in Romania. In 2020, Romania scored 3.13 points out of 5 overall. Although this is higher than the average score of European Union (EU) countries and its income group, there is still room for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure. Romania received all 5 points in the cigarette price component. On the other hand, Romania received 0 points for its failure to reduce the affordability of cigarettes. This policy brief makes recommendations for Romania's government to implement a more effective tax system that will improve public health while raising tax revenues.
