Cigarette Tax Scorecard (2nd Edition): Iran
This Policy Brief was written based on the findings of the second edition of the Cigarette Tax Scorecard. The policy brief evaluates the cigarette tax policies in Iran. In 2020, Iran scored 2 points out of 5, which shows that there is still significant room for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure used. Iran received 5 out of 5 possible points in the cigarette affordability component. In contrast, the country scored 0 points in the tax share component. This policy brief makes recommendations for Iran's government to implement a more effective tax system that will improve public health while raising tax revenues.
