Cigarette Tax Scorecard (2nd Edition): Bangladesh

This Policy Brief was written based on the findings of the second edition of the Cigarette Tax Scorecard. The brief evaluates the cigarette tax policies in Bangladesh. In 2020, Bangladesh scored 2.63 points out of 5 overall. While this is slightly above region and income group averages, there is still significant room for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure. Bangladesh received 5 out of 5 possible points in the affordability change component, yet received low scores in the tax structure and cigarette price components. This policy brief makes recommendations for Bangladesh's government to implement a more effective tax system that will improve public health while raising tax revenues.
