Timor-Leste scores poorly in cigarette price, affordability change and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price and improving the tax structure.

Timor-Leste's overall score increased from 2014 to 2022. In that time, there was an increase in the cigarette price and tax share scores. It failed to reduce the cigarette affordability over time.
