Rwanda scores better than the average score of countries in its region and income group, but below the global average and top performing countries. This suggests significant room for improvement in their cigarette tax system.

Rwanda scores poorly in cigarette price, affordability change and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Rwanda's overall score increased in 2016, then it remained constant until 2022. There was a failure to reduce the cigarette affordability over time, although the tax structure improved, and the the share of price increased.
