Peru scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Peru scores well in tax structure but scores poorly in cigarette price and affordability change, and in the mid-range in tax share. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, and increasing the tax share of price.
Scores Over Time
Peru's overall score increased from 2014 to 2018, then decreased. Between 2018 and 2022, the cigarette price score and the affordability change score decreased although there was an increase in the tax structure score and the tax share score.
