Malawi scores better than the average score of countries in its region and income group, but below the global average and top performing countries. This suggests significant room for improvement in their cigarette tax system.

Malawi scores poorly in cigarette price, affordability change and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Malawi's overall score decreased in 2022 when compared with that in 2014. There was no sufficient data to compute the overall score in 2016, 2018, and 2020. There was a failure to reduce affordability over time although there was an improvement in the cigarette price score in 2022.
