Montenegro scores well in tax structure but scores poorly in affordability change, and in the mid-range in cigarette price and tax share. It would greatly benefit from reducing the cigarette affordability, higher cigarette prices, and increasing the tax share of price.

Montenegro's overall score decreased from 2018 to 2022. There was a decrease in affordability change score in 2022 although the tax structure is improved.
