Morocco scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Morocco scores poorly in cigarette price and affordability change, and in the mid-range in tax share and tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Morocco's overall score increased from 2014 to 2020, then it decreased slightly in 2022. The decrease was contributed by a decrease in the tax share and tax structure scores. There was a failure to reduce the cigarette affordability over time.
