Iceland scores higher than the average score of countries in its income group and the global average, but further improvements are needed to reach the regional average and top performing countries.

Iceland scores poorly in affordability change and tax share, and in the mid-range in cigarette price and tax structure. It would greatly benefit from reducing the cigarette affordability, increasing the tax share of price, higher cigarette prices, and improving the tax structure.
Scores Over Time
Iceland's overall score fell from 2014 to 2020, and then it increased slightly in 2022. Although there was an increase in the tax share of price, no improvement was seen in the affordability change.
