Germany scores higher than the average score of countries in its income group and the global average, but further improvements are needed to reach the regional average and top performing countries.

Germany scores poorly in affordability change and tax share, and in the mid-range in cigarette price and tax structure. It would greatly benefit from reducing the cigarette affordability, increasing the tax share of price, higher cigarette prices, and improving the tax structure.

Scores Over Time

Germany's overall score slightly increased from 2014 to 2020, then it decreased in 2022 due to a reduction in the affordability change score.
