Costa Rica scores poorly in cigarette price, affordability change and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Costa Rica's overall score decreased from 2014 to 2020, before it slightly increased in 2022. There was an increase in the tax share score in 2022.
