Canada scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Canada scores well in tax structure but scores poorly in affordability change, and in the mid-range in cigarette price and tax share. It would greatly benefit from reducing the cigarette affordability, higher cigarette prices, and increasing the tax share of price.

Scores Over Time

Canada's overall score increased between 2014 and 2020, but it decreased in 2022 because of a sharp reduction in the affordability change score and a decrease in the cigarette price score.
