Cigarette Tax Scorecard: Vietnam

This Policy Brief was written based on the findings of the Cigarette Tax Scorecard. The policy brief evaluates the cigarette tax policies in Vietnam. In 2018, Vietnam scored only 0.88 points out if 5, demonstrating that significant improvements should be made. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure used. Vietnam's highest component score was for its tax structure (2 points out of 5). The affordability of cigarettes has actually increased in recent years, so in that component of the score, Vietnam received 0 points. The policy brief further makes recommendations for governments to address these challenges and improve public health while raising tax revenues.
