Cigarette Tax Scorecard (2nd edition): Morocco

This Policy Brief was written based on the findings of the 2nd edition of the Cigarette Tax Scorecard. The policy brief evaluates the cigarette tax policies in Morocco. In 2020, Morocco scored 2.63 points out of 5, which shows that there is significant room for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure used. Morocco received 4.5 and 4.0 out of 5 possible points in the tax share and tax structure components, respectively. In contrast, the country scored 0 points in the change in affordability component. The policy brief makes recommendations for the government to implement a more effective tax system that will improve public health while raising tax revenues.
