Affordability of Cigarettes in Vietnam
This policy note was produced by Evan Blecher, PhD, Le Thi Thu of the HealthBridge Foundation of Canada, and Ngoc Anh Nguyen, PhD of the Development and Policies Research Center, Vietnam (DEPOCEN). This note examines the increasing affordability of cigarettes in Vietnam from 1990 to 2017 due to rapid economic growth outpacing tax and price increases. The note recommends that Vietnam adopt a uniform specific tax and increase taxes regularly in order to ensure that cigarette prices increase at a rate greater than economic growth so that cigarettes become less affordable over time.
