Accelerating Effective Tobacco Taxes In Brazil: Trends and Perspectives

This Policy Brief was developed by Fundação Centro de Estudos do Comércio Exterior (FUNCEX) and the South American Network on Applied Economics/Red Sur for the project “Tobacco taxes in Latin America.” The policy brief examines illicit cigarette trade in Brazil and how best to reduce it by controlling the supply of cigarette manufacturing inputs to Paraguay. Finally, the brief recommends a comprehensive tobacco control strategy that includes, but is not limited to: increases in excise taxes and minimum prices, as well as strengthen law enforcement on illicit activities, including creating control mechanisms throughout the supply chain.
