Accelerating Effective Tobacco Taxes In Brazil: Trends and Perspectives (Policy Brief)

This Policy Brief was developed by Fundação Centro de Estudos do Comércio Exterior (FUNCEX) and the South American Network on Applied Economics/Red Sur for the project “Tobacco taxes in Latin America.” The policy brief examines the illicit cigarette trade in Brazil and how best to reduce it by controlling the supply of cigarette manufacturing inputs to Paraguay. The brief recommends increases in excise taxes and minimum prices, as well as strengthened tax administration and enforcement, including creating control mechanisms throughout the supply chain.
