Accelerating Effective Tobacco Taxes in Brazil: Trends and Perspectives

This report was developed by Fundação Centro de Estudos do Comércio Exterior (FUNCEX) and the South American Network on Applied Economics/Red Sur for the project “Tobacco taxes in Latin America.” The report examines the effects of current tobacco excise taxes in Brazil, as well as the illicit cigarette trade in Brazil and how best to reduce it by controlling the supply of cigarette manufacturing inputs to Paraguay. The report recommends a comprehensive tobacco control strategy that includes but is not limited to: increases in excise taxes and minimum prices complemented by strengthened tax administration and enforcement.
