Zimbabwe scores poorly in cigarette price, affordability change, and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Zimbabwe's overall score increased before falling from 2014 to 2022. In that time, the tax structure score decreased, and the cigarette prices reduced. There was a failure to reduce the cigarette affordability over time.
