Madagascar scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Madagascar scores well in tax share but scores poorly in cigarette price and affordability change, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, reducing the cigarette affordability, and improving the tax structure.
Scores Over Time
Madagascar's overall score remained relatively constant between 2014 and 2020. Then it increased slightly in 2022 due to an increased in the tax share of price and an improvement in the tax structure.
