Cigarette Tax Scorecard: Paraguay

This Policy Brief was written based on the findings of the Cigarette Tax Scorecard. The policy brief evaluates the cigarette tax policies in Paraguay. In 2018, Paraguay scored only 0.50 points out of 5, demonstrating that there is significant need for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure used. Paraguay's highest component score was for its tax structure, although the country received only 2 points out of 5 for its uniform ad valorem excise tax structure. Paraguay scored 0 points in each of the other components: cigarette price, change in affordability, and tax share of price. The policy brief makes recommendations for the government to address these challenges and improve public health while raising tax revenues.
